Ralph Ourlian, CPA
Director
Ralph Ourlian is an experienced Director in PwC's State and Local Tax Practice located in Detroit, Michigan. He specializes in all areas of state and local taxes. His expertise is income and franchise taxes and sales and use taxes. Ralph rejoined PwC in July of 2010. He has been practicing state and local taxation in public accounting for over 15 years focusing on providing value to his clients.
Experience
Ralph has worked on complex income and franchise tax issues including costs of performance issues, unitary matters, state tax treatment of cancellation of debt income, restructuring, state tax return reviews, and apportionment sourcing issues.
Ralph has provided services in the sales and use tax area of state taxation. He has consulted on nexus and tax treatment of specific transactions regarding sales and use taxes. In addition, he has implemented Managed Compliance Agreements with several jurisdictions as well as assisted in managed audits.
He also has extensive experience with obtaining voluntary disclosure agreements, FAS 109 reviews, FIN 48/ASC 740, and tax outsource projects.

Professional qualifications and memberships
Ralph is a member of the Michigan Association of Certified Public Accountants and the American Institute of Certified Public Accountants. He is also an active participant in the MACPA State and Local Task Force Group.
Education
Ralph earned a Bachelor’s degree in Accounting from Wayne State University.
